It was built in the 18th century as Casa de Misericordia, an orphanage and poorhouse. Ramon Pignatelli, promoted its construction. While it was an orphanage, the building was maintained by the money collected from bullfights. During the War of Independence this building became a military hospital. In the 1970s it was a college and in 1983 was renovated and became the seat of the Government of Aragon. Its plain, unornamented construction responds to the concept of modular order, with rectangular building set around open court-yards. In the centre stands the former church, an eclectic neo-bizantine building with golden cupolas which is now a function hall.
